Regulations on the transport department

1. General Provisions

1.1 Scope

1.1.1. This document is the main regulatory document establishing the goals, objectives, functions, rights and responsibilities of the Transport Department of XXX LLC, regulating the organization of its activities, the procedure for business interaction with other structural divisions and officials of XXX LLC, as well as external companies.

1.1.2 The Transport Department is an independent structural subdivision within the Logistics Department of LLC "XXX", which performs the functions of motor transport support of activities in the Company.

1.1.3. In its activities, the Transport Department is guided by:

The legislation of the Russian Federation,

The Charter of LLC "XXX",

Regulations on the personnel nomenclature of LLC "XXX" (P-HR-445.04 of 22.06.2004),

Current regulatory documents,

These Regulations.

1.1.4. This Regulation is a document of direct action and is binding on the date of its approval.

1.1.5. Changes in the Regulations are approved by the General Director of LLC "XXX".

This Regulation uses normative references to the following documents:

1. Regulations on strategic planning of LLC "XXX" (P-509 dated 04.21.07);

2. Regulations on planning the activities of departments (P-283 of 05.06.01);

3. Regulations on reports to LLC "XXX" (P-250 from 08.09.00);

4. Principles of management of the "Distribution" segment;

5. Regulations on the involvement of external consultants for the provision of consulting and information services (Reg. No. P. DS-517.07 from 10.01.07).

1.3 Terms, definitions and abbreviations

In this Regulation, the following terms, definitions and abbreviations are used:

AT - vehicles,

ATF - branch vehicles,

ATP is a motor transport company,

TRO - transport department,

GP is the parent company,

TGF - transport groups of branches,

Feasibility Study - Feasibility Study,

D D - General Director of LLC "XXX",

Road Safety Engineer - Road Safety Engineer,

NSEATF - Head of the Maintenance Service of AT branches,

The head of the GR - the head of the repair group,

TrGr - transport group,

LEO - head of the general department of the branch,

ZGD - Deputy General Director.

2 Creation and liquidation

2.1. The transport department is created and liquidated on the basis of the order of the General Director of LLC "XXX".

2.2 The organizational structure of the Transport Department is coordinated with the DDG for Personnel, the DDG for Logistics and Operations and is approved by the order of the General Director of LLC "XXX". Proposals for changes in the organizational structure are made by the Head of the Transport Department or the Deputy General Director for Logistics and Operations.

2.3 The staffing table of the Transport Department is coordinated with the DDG for logistics and operations, the DDG for personnel and approved by the order of the General Director of LLC "XXX". Proposals for changing the staffing table are made by the Head of the Transport Department.

2.4 The number and name of divisions that make up the Transport Department, the number of employees working in them may vary depending on the organizational, functional and structural changes of the Company, changes in the specifics of its activities. Changes to the Objectives and Organizational and Functional Structure of the Transport Department are coordinated with the DDG for Logistics and Operations, the DDG for Personnel and approved by the order of the General Director of LLC "XXX". Proposals are made by the Head of the Transport Department.

3 Organizational structure

3.1. The organizational structure of the Transport Department is based on a linear-functional principle.

3.2. The organizational structure of the Transport Department is given in Appendix A "Organizational and functional structure of the Transport Department of LLC" XXX ".

3.3. The activities of structural units within the Transport Department are regulated by the current administrative codes, laws, orders, rules and instructions (internal and external) regarding the activities of the ATP.

3.4. The Transport Department is headed by the Head of the Transport Department, whose activities are regulated by the Regulations "On the Head of the Transport Department" of OOO XXX.

3.5. Directly subordinate to the Head of the Transport Department are:

Department Administration staff;

Service chiefs;

Group leaders, employees of services and groups that make up the department, in the absence of leaders.

3.6. The procedure for appointment and dismissal from office, the distribution of duties within the Transport Department is determined by the job descriptions of the department's employees, approved by the HRD of LLC "XXX".

4.1. The main goal of the Transport Department is to develop an optimal strategy for providing transport resources to all aspects of the Company's activities. Creation of a centralized system of effective management of the activities of transport groups of branches, in order to reduce operating costs for road transport support of SOEs and branches.

4.2. The sub-objectives of the Transport Department are:

4.2.1. Providing transport for the Company's sales and economic activities;

4.2.2. Development of principles and methods of transport support for the Company;

4.2.3. Preparation of investment proposals related to the transportation of SOEs and branches;

4.2.4. Transport support for general corporate events;

4.2.5. Provision of subdivisions and management of the Company with transport (based on regular and one-time requests for transport).

5 Functions

The functions performed by the Transport Department are given in Appendix B "Organizational and functional structure of the Transport Department of LLC" XXX ".

6 Interactions

6.1 Interaction with structural divisions of LLC "XXX"

The transport department interacts with all structural divisions of the company through orders and instructions of the company's higher management, service notes, requests and minutes of meetings as part of their official functions.

Reports on the implementation of plans for loading and unloading, centralized export of products;

6.1.3 Interaction with the accounting department (SOE and Branches) on issues:

Information on keeping records in the field of transport support;

Transport and accompanying documentation;

Reports on the consumption of fuels and lubricants, spare parts, funds for the maintenance of the fleet of vehicles, loading and unloading mechanisms and their repair;

Documents required to write off vehicles;

6.1.4 Interaction with the Legal Department on issues:

Receipt:

Agreed terms and conditions of contracts;

Claims and claims filed by counterparties regarding violation or default of obligations;

Information on violations of contractual obligations by counterparties;

Applications for the search for the necessary regulatory documents and for clarification of the current legislation;

Provisions:

The results of the legal examination of contracts, orders, orders, instructions submitted for approval;

Draft contracts for the transportation of products;

Conclusions and responses to claims made by counterparties;

Agreed claims and claims against counterparties for violation of their contractual obligations;

Clarifications of the current legislation regarding the ATU and the procedure for its application.

6.1.5 Interaction with the heads of branches (TGF) on the following issues:

Consulting on automation, control and accounting of transport services;

6.2 Interaction with external companies.

6.2.1.1 When performing the tasks and functions specified in sections 4, 5 of these Regulations, related to issues of the following nature:

1. Strategic issues;

2. Questions of a methodological nature;

3. Issues of an intercompany nature (that is, affecting the interests of different companies in the group);

4. Material issues related to the amount (issue price - more than 5 million rubles);

5. Issues of long-term impact on the company's activities;

6. Questions that the department employees meet for the first time in their practice;

7. Other issues that the department employees cannot solve due to a lack of work and time resources, or these issues cannot be effectively resolved, the head of the Transport Department has the right to initiate before the General Director of XXX LLC the involvement of specialists - external consultants for consultations on the data issues in accordance with the Regulation of LLC "XXX" "On the involvement of external consultants for the provision of consulting and information services."

The competence of the Head of the Transport Department includes making managerial decisions based on the recommendations provided by external consultants, as well as their implementation into the practice of the department.

6.2.2 Interaction with the traffic police in matters of vehicle registration;

6.2.3 Interaction with the Moscow Transport Inspectorate in matters of licensing transport services.

6.2.4 Interaction with car dealerships, service centers, suppliers of spare parts and consumables that ensure the sale, operation and repair of vehicles.

6.2.5. Interaction with insurance companies that provide protection and compensation for damage received in case of theft or accident of a car.

7 Planning the activities of the Unit

7.1 Planning the activities of the Transport Department is carried out on the basis of the "Regulations on strategic planning of LLC" XXX "(P-509 of 04.21.07)," Regulations on planning the activities of departments "(P-283 of 05.06.01), Action Plan to achieve Strategic goals companies for a year, monthly operational plans and budgets, orders and orders of the General Director of LLC "XXX".

7.2 The strategic goals of the Transport Department for the year are set by the Head of the Transport Department, agreed with the Deputy Director General for Logistics and Operations and approved by the Director General of XXX LLC.

7.3 The planning of the activities of the TGF for the provision of services is carried out on the basis of the current regulatory documents.

8 Reporting on the work of the Unit

8.1 The reporting of the Transport Department is carried out in accordance with the "Regulations on reports in LLC" XXX "(P-250 from 08.09.00).

8.2 Based on the results of the implementation of the Strategic Plan for the year, the Head of the Transport Department submits to the General Director of LLC "XXX" an Annual Report on the activities of the Transport Department and the achievement of strategic goals.

8.3 Based on the results of the implementation of the operational (monthly) work plan of the Transport Department, the Head of the Transport Department submits a report to the Deputy General Director for Logistics and Operations.

8.4 Reporting and analytical materials of the Transport Department can be provided to other divisions and employees of the Company in agreement with the Head of the Transport Department or with the General Director of LLC "XXX"

9 Key performance indicators

9.1 As the key performance indicators of the Transport Department, on the basis of which the results of its activities are assessed, the indicators given in Appendix C "Key performance indicators of the Transport Department" are taken.

9.2 The absolute and relative values ​​of key performance indicators are planned for the Transport Department as part of strategic planning for the year ahead and are recorded in the strategic plans of the Company. The fixation of the actual values ​​of indicators occurs within the framework of reports on the implementation of strategic plans.

10 Rights and powers

The transport department is endowed with all the rights and powers necessary to carry out its functions. The rights and powers of the Transport Department are exercised by the Head of the Transport Department.

The functions, rights and powers of the Head of the Transport Department are given in the Regulations "On the Head of the Transport Department" of XXX LLC.

4.4. Approval of work schedules, traffic volumes; formation of cargo flows, crews, team assignments.

4.5. Determination of the need and the production of calculations for the vehicles necessary for the enterprise, handling equipment, repair equipment, spare parts.

4.6. Rational use of vehicles in accordance with the established norms of their carrying capacity and capacity.

4.7. Transfer of material and technical resources to the warehouses of the enterprise and transfer of finished products to the warehouses of buyers.

4.8. Checking the safety (integrity) of the package (container) and the presence of attachments in accordance with the accompanying documents, drawing up, in established cases, acts for the detected shortage or damage to goods and documents.

4.9. Reference and information work on incoming and outgoing goods, delivery times, conditions of carriage and other issues of transportation, handling and commercial operations.

4.10. Maintaining schedules on the availability of vehicles for loading and unloading by periods of the day, on the operation of mechanisms.

4.11. Drawing up reports on the fulfillment of cargo transportation plans.

4.12. Organization, adjustment and control over the implementation of operational work plans for loading, unloading and centralized delivery and removal of goods per day and shift.

4.13. Processing of transportation documents, information support of the transportation process and maintenance of established reporting forms.

4.14. Registration of transport documentation.

4.15. Development and implementation of measures to ensure:

Reducing transport downtime under cargo operations;

Increase in throughput and rational use of sites and access routes for vehicles;

Rational use of loading and unloading machines, mechanisms and vehicles;

Elimination of the causes of premature returns of vehicles from the lines due to technical malfunctions;

5. Rights

The transport department has the right to:

5.1. Require the production, sales and supply departments of the enterprise to provide the necessary materials, reports and information for planning and organizing the work of the transport department.

5.2. Give instructions to the production, sales and supply departments of the enterprise on the correct organization of work on the preparation of batches of products and documents for transfer to the transport department.

5.3. Do not accept products from the sales department, production units in improper packaging (containers) and without accompanying documents.

5.4. To independently carry out correspondence on the issues of transport services of the enterprise, as well as on other issues that are within the competence of the department and do not require coordination with the head of the enterprise.

5.5. To represent in the prescribed manner on behalf of the enterprise on issues related to the competence of the department in relations with state and municipal bodies, as well as other enterprises, organizations, institutions.

5.7. The head of the transport department signs the shipping documents.

5.8. The head of the transport department has the right to make proposals to the personnel department and the management of the enterprise on the movement of employees of the department, their reward for successful work, as well as proposals for the imposition of disciplinary sanctions on employees who violate labor discipline.

7. Responsibility

Application. Regulations on the Department of Transport and Development of Road Transport Infrastructure of the City of Moscow

I. General Provisions

1. The Department of Transport and Development of Road and Transport Infrastructure of the City of Moscow (hereinafter referred to as the Department) is a sectoral executive body of the City of Moscow, performing the functions of shaping and implementing the state policy of the City of Moscow and exercising management in the field of transport and services, management of state property in the field of transport and the development of road transport infrastructure, ensuring transport security of transport infrastructure facilities and vehicles (hereinafter referred to as the established field of activity) (clause supplemented by the Decree of the Moscow Government dated November 1, 2011 N 518-PP.

2. The Department carries out its activities in accordance with the Constitution of the Russian Federation, international treaties, federal constitutional and federal laws, decrees and orders of the President of the Russian Federation, decrees and orders of the Government of the Russian Federation, the Charter and laws of the city of Moscow, other legal acts of the city of Moscow and this Regulation ...

3. The Department carries out its activities directly in cooperation with federal executive authorities, state authorities of the city of Moscow, local authorities, public associations of citizens and other organizations.

II. Powers of the Department

4. The Department exercises the following powers in the established area of ​​activity:

4.1. Develops and submits, in accordance with the established procedure, for consideration by the Mayor of Moscow and the Government of Moscow, draft legal acts of the Mayor of Moscow and the Government of Moscow on issues related to the established area of ​​activity of the Department, including the development of city programs in the field of transport, development of road transport infrastructure.

4.2. On the basis of and in pursuance of federal laws, other regulatory legal acts of the Russian Federation, the Charter of the city of Moscow, the laws of the city of Moscow, and other legal acts of the city of Moscow, makes decisions:

4.2.1. On the provision of subsidies from the budget of the city of Moscow to legal entities in the cases established by legal acts of the city of Moscow.

4.2.2. On drawing up protocols, considering cases of administrative offenses and bringing citizens, officials and legal entities to administrative responsibility within their competence.

4.2.4. III. Rights, organization of activities and management of the Department

5. In order to exercise its powers, the Department has the right:

5.1. To request, in accordance with the established procedure, from the executive authorities of the city of Moscow, municipal authorities, organizations and individuals the information necessary for the implementation of powers in the established field of activity.

5.2. Submit, in accordance with the established procedure, for consideration by the authorized bodies of state power of the city of Moscow and officials of the executive bodies of the city of Moscow proposals on issues within their competence.

5.3. Create advisory, expert and other working bodies in the established field of activity.

5.4. To involve scientific and other organizations, scientists and specialists in the prescribed manner to work out issues related to the sphere of its activity.

5.5. To conclude, within the limits of their competence, agreements with individuals and legal entities in order to fulfill the powers assigned to the Department.

5.6. Monitor, analyze and forecast the implementation of state policy in the established area of ​​activity.

5.7. Exercise other rights in accordance with federal laws, other regulatory legal acts of the Russian Federation, the laws of the city of Moscow, and other legal acts of the city of Moscow.

6. In order to exercise its powers, the Department:

6.1. Maintains the Register of municipal routes for regular transportation of passengers and luggage by road and ground electric transport in the city of Moscow (hereinafter referred to as the Register of Routes), as well as a register of adjacent interregional routes for regular transportation between the city of Moscow and the Moscow Region.

6.2. Approves the state assignment to state budgetary institutions.

6.3. Performs the functions and powers of the founder of a state institution, a state unitary enterprise of the city of Moscow in accordance with the laws and other legal acts of the city of Moscow.

6.4. Carries out measures in the established area of ​​activity to improve control and supervisory and licensing functions, optimize the system of providing public services, including in electronic form, reduce administrative barriers, reduce budget costs and increase the efficiency of their use.

6.5. Performs the functions of the main manager, manager and recipient of budgetary funds of the city of Moscow, the chief administrator of the budget revenues of the city of Moscow according to the sources assigned in accordance with the assigned powers.

6.6. Takes measures to implement programs, projects and activities in the field of energy conservation and energy efficiency improvement within the established scope of activities.

6.7. Protects the interests of the city of Moscow in the established area of ​​activity in courts, arbitration courts, arbitration courts, federal executive bodies exercising control (supervision), represents in the prescribed manner the Moscow Government in other state bodies and organizations.

6.8. Organizes and carries out, within the competence of the Department, mobilization training and mobilization in the manner prescribed by federal laws, other regulatory legal acts of the Russian Federation, the laws of the city of Moscow, and other legal acts of the city of Moscow.

Approves layouts of flat parking lots, additional territorial zones for the organization of paid city parking, lists of special parking spaces for trucks and special parking spaces for buses, lists of parking spaces for paid city parking lots for which vehicles are charged on Sundays, the procedure for payment for placement of vehicles in paid city parking lots, and also determines in the territorial zones and additional territorial zones of the organization of paid city parking areas of the normal round-the-clock, increased round-the-clock, reduced round-the-clock and differentiated tariffs.

Participates in the acceptance and commissioning of completed construction of road transport infrastructure facilities and road facilities of the state order of the city of Moscow into operation, coordinates the acts of technical acceptance of working commissions and other documents in the prescribed manner for the above facilities.

6.16. Prepares address lists for road transport infrastructure and road facilities for the timely formation and approval of projects of investment programs of the Moscow Government in accordance with the established procedure.

6.17. Organizes monitoring of road objects and conducting mathematical modeling of the impact of constructed objects on the road network in terms of traffic management.

6.18. Participates in improving the pricing policy in the construction of road and transport infrastructure and road construction within the limits of its competence.

6.19. Coordinates, within its competence, the activities of organizations of the city of Moscow, carrying out work on the construction of road and transport infrastructure and road facilities in the city of Moscow, regardless of departmental subordination and organizational and legal form.

6.20. Organizes the implementation of the regulations for interaction with the prefectures of the administrative districts of the city of Moscow, the Moskomarkhitektura and other executive authorities of the city of Moscow to ensure the implementation of programs for the development and functioning of the transport system and road transport infrastructure of the city of Moscow within its competence.

6.21. Provides access to information resources, formed at the expense of the budget of the city of Moscow, in terms of design and construction of road and transport infrastructure and road facilities.

6.22. Coordinates the performance of the functions of government customers, including design, construction and reconstruction:

Road and bridge facilities of the city of Moscow, including highways, bridges, tunnel structures, interchanges, overpasses, pedestrian crossings and objects for providing transport services to passengers, including transport hubs;

Objects necessary for organizing passenger traffic on the small railway ring, and other objects, high-speed tram lines, bus stations and new types of ground passenger transport.

6.23. Interacts with the media on issues within the jurisdiction of the Department, informs residents of the city of Moscow about the most important areas of the Department's activities.

6.24. Participates in international, foreign economic and interregional cooperation in the field of transport and the development of road transport infrastructure.

6.25. Coordinates the activities of the executive authorities of the city of Moscow and subordinate organizations in the field of transport and the development of road transport infrastructure, ensuring the safety of transport infrastructure facilities and vehicles

6.26. Participates in the planning of events, the prevention and elimination of emergencies and the conduct of anti-terrorist measures.

6.27. Studying advanced experience and methods of organizing traffic, the use of new technical means of organizing traffic and their feasibility of using in the city of Moscow. Based on the results of the study, he prepares proposals for their implementation, receives the appropriate approvals and initiates amendments to the legal acts of the city of Moscow.

6.28. Participates in:

Development and implementation of territorial planning documents in terms of the development of road transport infrastructure facilities;

Preparation of proposals for the regulation of property, land and other legal relations in the development of the road and transport complex of the city of Moscow;

The work of exhibitions, scientific and technical conferences, symposia, seminars on transport and development of road transport infrastructure.

6.29. Carries out the reception of the population, consideration in the prescribed manner of citizens' appeals.

6.30. 4.19. Participation in the development of measures that ensure trouble-free, mechanized and high-performance work in transport and loading and unloading operations, control over their implementation.

4.20. Development of measures to ensure the fulfillment of approved schedules, established standards for rolling stock downtime.

4.21. Consideration of commercial and claims issues related to the functions of the transport department.

4.22. Methodical management of the activities of other structural divisions on the issues of the department.

4.23. Within the framework of its competence, the management of office work, the formation and sending / receiving of correspondence and other information through electronic communication channels.

4.24. Organization of maintenance of normative and reference information related to the functions of the department.

4.25. Ensuring, within the limits of its competence, the protection of information constituting a state secret and other information of limited distribution.

4.26. Implementation, in accordance with the legislation of the Russian Federation, of work on the acquisition, storage, accounting and use of archival documents generated in the course of the department's activities.

The assignment to the department of functions that do not fall within its competence is not allowed.



To solve the tasks assigned to it, the department has the right to:

5.1. Require the heads of all structural divisions of the enterprise to submit the necessary materials, reports and information for planning and organizing the normal operation of the transport divisions of the enterprise.

5.2. To give instructions to all structural divisions on the correct organization of the work of the enterprise's transport and ensuring their timely service of production processes.

5.3. Suspend the orders and instructions of the heads of structural divisions that contradict the rules for the technical operation of transport.

5.4. Promptly (without the right to sign documents of a material nature) to interact with higher organizations and the corresponding territorial transport departments, departments of other enterprises and organizations on the issues of ensuring the normal operation and development of the enterprise's transport.

5.5. Conduct monthly analysis of the economic and economic activities of units related to the use of vehicles, and make proposals to the management of the enterprise on the encouragement or imposition of a penalty on the employees of these units.
